英文组织机构的译法原则

一、组织机构通用名词的译法

1．委员会

委员会可译为commission或者committee。相对独立、承担有一定普适性管理职能的委员会一般译为commission，例如：北京市教育委员会， 译为Beijing Municipal Commission of Education。

在某一行政区域之内、某一机构之下的专设部门或派出机构一般译为committee，例如：中关村科技园区管理委员会，译为 Management Committee of Zhongguancun Science and Technology Park。

2．局

局译为 bureau或administration。市级局和区（县）级局均译为bureau，级别属性由上下文表述，例如：北京市商务局，译为Beijing Municipal Bureau of Commerce。北京市东城区商务局，译为Dongcheng District Bureau of Commerce of Beijing。Municipality。具有行政管理性质的局译为administration，例如：国家工商管理总局，译为State Administration for Industry & Commerce。

3. 管理委员会

行政管理性质的译为 administrative committee 或administration， 例如:北京市人民政府天安门地区管理委员会, 译为Administration of Tian’anmen Area of Beijing Municipal People’s Government。

经营管理性质的译为 management committee，例如：北京农产品中央批发市场管理委员会，译为Management Committee of Beijing Central Agricultural Product Wholesale Market。

4. 处

处译为division。公共场所的“管理处”，译为management office，例如：颐和园管理，译为Beijing Summer Palace Management Office。

5. 大队、总队

行政机构中履行执法权力的大队、总队等，译为corps，例如：北京市经济社会调查总队，译为 Beijing Economic and Social Survey Corps；北京市统计局统计执法检查大队，译为Statistical Law Enforcement and Inspection Corps of Beijing Municipal Bureau of Statistics。

6. 机关

当作为组织机构的代名词时，译为organization，例如：中国共产党北京市委员会市直属机关Organizations directly under the Beijing Municipal Committee of the Communist Party of China。

当作为定语，表示 “机关内部事务”时，译为intra-organization,，例如：北京市民政局机关后勤服务中心，译为Intra-Organization Service Center of Beijing Municipal Bureau of Civil Affairs。

7　其他机构

协会译为association，联合会译为federation，学会译为society或institute，集团公司译为group，某某有限公司译为XXX Co. Ltd.，某某控股公司译为XXX Holdings Company或XXX Holdings Co. Ltd.。

8　其他要求

在北京市政府所属的部门前面，一律用municipal，表示这些部门同市政府的从属关系，例如：北京市质量技术监督局，译为Beijing Municipal Administration of Quality and Technology Supervision。属于北京市属机关的机构或者其他机构，虽然含有“北京市”字样，但不用municipal，例如：北京市消费者协会，译为Beijing Consumers’ Association。

组织机构的中文简称，应根据其属性、隶属关系等完整翻译，例如：北京市政协，译为Beijing Committee of the Chinese People’s Political Consultative Conference。

各级组织机构名称的通用名词英文译法按照附录A执行。

二、组织机构名称的英文格式

1. 名称中涉及所属关系介词的使用要求

多层地域所属关系应采用介词短语形式表示，例如：北京市昌平区劳动和社会保障局，译为Changping District Bureau of Labor and Social Security of Beijing Municipality。

市、区作为地域概念修饰词时，译为 municipal 和 district，直接放在被修饰的名词如“局、委”之前，而不采用介词短语的方式，例如：密云县公安局，译为Miyun County Bureau of Public Security。

组织机构的从属关系应描述清晰完整，例如：北京市东城区妇女联合会，译为Dongcheng District Women’s Federation of Beijing Municipality。

有多重从属属性的组织机构，在名称翻译时，应尽量避免重复使用介词，例如：中国共产主义青年团北京市丰台区委员会，译为Beijing Fengtai District Committee of Communist Youth League of China。

2. 定冠词

定冠词尽量不用，例如：北京市东城区人民政府民族宗教侨务办公室，译为Ethnic, Religious and Overseas Chinese Affairs Office of Dongcheng District People’s Government of Beijing Municipality。

组织机构名称中有“中国共产党”、“中国人民政治协商会议”等国家级固定名词的，须加上定冠词。
